TRANSFERS WITHIN THE SCHOOL DIVISION

  1. Purpose

    The purpose of this policy is to ensure a consistent and fair process in considering and determining whether to grant student out-of attendance zone transfers, while maintaining the intended enrollments in each school as determined by attendance zones adopted by the School Board.

  2. Generally

    The School Board shall assign students to an attendance zone based on the location of their residency.  Students are expected to attend the school within the attendance zone in which they reside unless:  (1) they have a transfer approved for one of the reasons permitted by Section III of this policy; or (2) they are exempt from this Transfer Policy for one of the reasons set forth under Section IV of this policy.  If a parent or guardian wishes to request a transfer for his or her child to attend a school other than the school to which the child is assigned, the parent or guardian must complete the required form and comply with the provisions of this policy.  The Superintendent or his/her designee shall review and approve all transfers consistent with this policy.

  3. Reasons for Transfer Requests

    Subject to capacity of the school requested and other criteria determined by the Superintendent, the Superintendent may grant transfer request by a parent or guardian for the following reasons:

  4. A student who is a rising 2nd grader at a primary school, 5th, 8th, or 12th, grader and whose parents or guardians move outside of the student’s current school attendance zone;

  5. A student who is a rising 2nd grader at a primary school, 5th, 8th, or 12th, grader and who is rezoned as a result of any revision of school attendance zones. (This reason for requesting a transfer is limited to the first school year following a Board-initiated reclassification of school attendance zones affecting the student making the transfer request);

  6. A student has a documented unique hardship; 

  7. A student is applying for a diversity incentive transfer; and 

  8. Parents who are full-time RCPS employees.   

 Exemptions

  1.  
    Students who have met the criteria for and been admitted to division-wide educational programs such as PLATO, Challenge Program, focus school(s), and International
  2. Baccalaureate Middle Years and High School Programmes are exempt from the student transfer process.  
  3. Students who are entitled to “school choice” under the No Child Left Behind Act of 2001 are exempt from the student transfer process.  The school division shall notice annually NCLB choice options and grant such requests in accordance with the requirements of law.  
  4. Students who have been the victim of a violent crime are exempt from the student transfer process.  
  5. Students who are granted a transfer under a “sister-school” program if such a program is adopted by the School Board; and 
  6. Students who have been assigned to another school in accordance with their Individualized Education Plan or their English Language Learners program.

 

Transportation

 

The parent or guardian of any student granted an out-of-zone transfer pursuant to Section III. must provide transportation for his or her child to the receiving school.  The school division will provide transportation for a transfer granted pursuant to Section IV.


Timelines and Deadlines

 

With very limited exceptions, requests for transfers for the next school year will be accepted by the Superintendent for consideration only between April 1 and April 30 for

The Superintendent will make every effort to notify parents/guardians no later than the following school year. 

The Superintendent will not accept a transfer request submitted after April 30 unless the student is a new resident of the Roanoke City Public Schools or there is a bona fide emergency or event that could not have been foreseen prior to April 30.  If such a situation arises, parents or guardians must provide documentation to the Superintendent explaining the circumstances.  Students must enroll in their attendance area school while the Superintendent is reviewing the transfer request.   

 

Administrative Procedures and Annual Report

 

  1. The Superintendent shall adopt administrative procedures detailing the transfer process within the school division consistent with this policy.  

  2. No later than September 30 of each school year, the Superintendent shall report to the Board regarding the number of transfer requests for that school year for the district and by school (disaggregated by race/ethnicity, Free and Reduced Meals (“FARMs”), special

    education and English Language Learners (“ELLs”)) and the transfers and requests granted for that school year for the district and by school (disaggregated by race/ ethnicity, Free and Reduced Meals (“FARMs”), special education and English Language Learners (“ELLs”)).  The report also shall identify any issues regarding transfers and recommendations for the following school year.
